Job Title: Senior Director/Director Finance, Clinical Development & Regulatory Affairs

We are looking for a Senior Director or Director of Finance to provide leadership and coordination of Clinical Development & Regulatory Affairs financial planning and budget management functions.
 
Primary responsibilities:
1. Manages the preparation of Clinical Development & Regulatory Affairs financial budgets, outlooks, and financial forecasts for individual clinical trials, clinical programs, and the entire Clinical Development & Regulatory Affairs department.
2. Works with functional clinical teams to best determine most efficient and cost-effective utilization of internal versus external resources and provides independent feedback on the validity of clinical trial budget assumptions.
3. Supports Senior Vice President, Clinical Development & Regulatory Affairs in managing clinical operations. Interfaces with corporate financial functions and program management to ensure accurate and consistent plans, budgets, and forecasts for clinical operations.
4. Responsible for developing long-range plans and budgets and resource allocations for Clinical Development & Regulatory Affairs.
5. Monitors and analyzes monthly departmental and clinical trial operating results, including FTE utilization, against budgets.
6. Develops algorithms and methodology for budgeting the required resources for Clinical Development & Regulatory Affairs activities.
7. Prepares financial analyses for contract negotiations and product/vendor investment decisions.
8. Establishes and implements short- and long-range departmental goals, objectives, policies, and operating procedures. Recommends benchmarks for measuring the financial and operating performance of Clinical Development & Regulatory Affairs cost centers.
9. Provides recommendations for procedural improvements to establish best-practices in clinical finance.
10. Oversees clinical finance team.
 
Requirement:
1. MBA, minimum of 8-10 years of experience in clinical operations, including manager-level responsibilities.
2. Experience and knowledge of finance, budgeting, and cost control. Knowledge of automated systems for estimating, budgeting, forecasting, monitoring, planning, and allocating resource for clinical operations.
3. Ability to analyze clinical financial data and prepare management reports and forecasts, including earned value management reports.
4. Requires excellent written and verbal communication skills and the ability to effectively interact with and make an impact on functional teams.
5. Must produce accurate and timely financial budgets, forecasts, actuals and variance analyses under tight deadlines. Must possess the ability to manage multiple competing priorities.
